Targets for health: a regional participatory approach in Sweden

This paper describes how the Östergötland County Council health policy and targets were developed and implemented in collaboration with municipalities as well as other sectors of regional and local society. Community participation and intersectoral action is described. The strategy for implementation talks about the local community as the basis for activities supported by education, training and information. Building alliances and collaborating with both official and voluntary organisations as well as with the general public has been the county council strategy all the way from policy formulation to implementation of local health activities.
