In the past years, EUPHA has grown from a small organization to a large and influential public health association in Europe. This process of growth has been implemented slowly:
- More members were accepted into EUPHA;
- The conferences increased in size of the programme and of participants;
- The EJPH was further developed;
- The role of the EUPHA sections was expanded;
- A permanent EUPHA office was established.
There will be two membership categories in the future. Regular members (National Public Health Associations) and associate members (individual members, institutional members and the old definition of associate members).
The former Governing Council will be split into two bodies: the Members Forum and the Governing Board. The Members Forum is the most complete body of EUPHA. Its goal is the active information exchange and a platform for discussion between decisional and executive organs/persons in EUPHA. It is where our members (all members) can interact with all the executive bodies of EUPHA. The Governing Board is the decisional body of EUPHA and responsible for the management of EUPHA. The Governing Board will be smaller than the current Governing Council as only one representative per country will be included and only regular members can be represented.
The Executive Council of EUPHA is responsible for the co-ordination and implementation of all EUPHA activities, as accepted by the Governing Board (GB). This includes:
- Advice to the GB for the development of mid- and long-term strategy of EUPHA;
- General acquisition for EUPHA;
- The initiation of projects where EUPHA is a partner or initiator;
- The EUPHA conferences;
- The EUPHA sections;
- The European Journal of Public Health.
In 2008, all EUPHA bodies will be involved in planning the details for the reorganization and setting up the rules for all the bodies. This work will be a priority for EUPHA next year and will culminate in the acceptance of the new constitution in November 2008.

On the EUPHA member front, we have some good news: the Executive Council accepted two individual members from Uzbekistan (Dr Ahmedov and Dr Azimov) and the European Forum for Primary Care and the European Dental Public Health Association as associate members. We are also negotiating with the UEMS—section for public health and the European Society for Quality in Health Care (ESQH) to become an associate member of EUPHA. These new members now bring the total of our members to 63 from 40 European countries. You can find the 2007–2008 membership list on the following pages.

It is my pleasure to report on the successful conference in Helsinki, Finland. The conference was organized from 10 to 13 October in the Finlandia Hall in Helsinki. The conference was well attended with more than 900 participants. The EUPHA conferences are a result of an intensive collaboration between EUPHA office and the local organizers and we are pleased that the collaboration was smooth. We thank the local organizing team, especially Ilmo Keskimäki, Hannamaria Kuusio, Merja Paimensaari and Mika Gissler, for their excellent job.
The programme was more than packed. We had numerous pre-conference activities, including the Nordic Conference in Social Medicine and Public Health. In the lunch break and poster session on Friday, there were several extra meetings organized by our partners (WHO/EURO, European Commission, Center for Diseases Control, etc.) as well as the annual meetings of our sections. The packed programme shows both the success of EUPHA conferences for networking and information exchange, as well as the difficulty of setting up a programme, which allows enough time for all presentations and activities. Already for next year, we are trying to organize more space in the programme by organizing 7 times parallel sessions.

I am very happy with the continued increase in activities in the work of our now 16 sections. I am more than grateful to the 16 section presidents and their vice presidents and section secretariats for their continued dedication to EUPHA. I call it dedication, as the post of section president, vice president or secretary is a voluntary work (no remuneration). The sections met twice this year, once during the June meeting and at the end of the Helsinki conference. In these meetings, they not only do discuss collaboration and joint workshops, but also advice and help each other. Furthermore, they have been actively involved in the reorganization discussions and the setting up of the scientific programme for the Helsinki conference.

In 2007, EUPHA is involved in several projects. Usually, EUPHA is a partner in European projects and the main objective/work package is the dissemination of the results. This is clearly the case in the SPHERE project (Strengthening public health research in the European Union), the MEHO project (migrant and ethnic health observatory) and the Homecare project. The activities in these projects are closely linked to our normal activities (organization of a conference, workshops, meetings, etc.) and can be organized by EUPHA office. For other projects, more is expected of EUPHA. The ASPHER project on the accreditation of public health programmes in Europe not only asks for organizational aspects but also content. Professor Horst Noack has been very active in this project, which will finish this year. The SOROS project to fund central and Eastern European participation to EUPHA conferences is a yearly project where the initiative and organization lies with EUPHA office.

The EUPHA website is the opening page for all our activities. It has links to projects, the upcoming conference and to the websites of our members. Most of the information is updated, some parts (e.g. country overviews) will be updated as soon as we have some time to spare. The website has an average of 140 000 hits per month with clear peaks at the abstract submission and registration.
At the end of this year, I would like to thank John-Paul Vader for being such an active and constructive president. It has been a pleasure to work with him and I hope he will keep close links to EUPHA in the coming years.
EUPHA conference 2008: I-health: health and innovation in Europe
The 2008 conference will be organized in Lisbon, Portugal from 6 to 8 November and the main theme is I-health: innovation and health in Europe. EUPHA and the local organizing team would like to invite you to join this major event in European public health and enjoy an innovative environment for sharing knowledge and networking for a healthier Europe.You are invited to look at health innovation from at least two perspectives. One is policy-led innovation resulting in fundamental paradigm changes. The other is practice-led innovation; a creative process that translates knowledge into tangible products, services or procedures, resulting in adding value to health, quality of social interactions and economic growth.
The EUPHA conference is linked to a number of other conferences:
- the ASPHER conference;
- the conference of the Spanish Association of Public Health and Health Administration; and
- the conference of the Portuguese Association for the Hospital Development (APDH).

WHO Regional Office for Europe: Can tuberculosis be contained in the European Region?
Richard Zaleskis, Lucica Ditiu, Pierpaolo de Colombani and Andrei DaduTuberculosis (TB) remains an important public health problem in countries belonging to the World Health Organization (WHO) European Region [The WHO European Region comprises 53 Member States (http://www.euro.who.int).]. According to the most recent WHO estimates, almost 445 000 new TB cases and 66 000 deaths due to TB in 2005 occurred in the Region.1 More than 80% of all TB cases in the Region are in 18 high-priority countries grouped as the WHO epidemiological region of eastern Europe (The eastern European region (as defined by WHO for epidemiological purposes) is composed of 18 countries: Armenia, Azerbaijan, Belarus, Bulgaria, Estonia, Georgia, Kazakhstan, Kyrgyzstan, Latvia, Lithuania, Republic of Moldova, Romania, Russian Federation, Tajikistan, Turkey, Turkmenistan, Ukraine and Uzbekistan.). In addition, the rates of multidrug-resistant and extensively drug-resistant TB (MDR- and XDR-TB) are the highest in the world and HIV-related TB (TB/HIV) poses an additional challenge for TB control, particularly in the countries of the former USSR.2,3
In 2006, WHO launched the new comprehensive Stop TB Strategy.4 Its goal is to reduce the global burden of TB by 2015 in line with the Millennium Development Goals (MDGs) and the Stop TB Partnership targets. It consists of the following components:
- ensuring the expansion and enhancement of high-quality implementation of the DOTS (directly observed treatment, short-course) strategy;
- addressing TB/HIV, MDR(XDR)-TB and other challenges, particularly in high risk populations;
- integrating TB care delivery with general health services and reinforcing activities to strengthen health systems;
- engaging all care providers;
- empowering people with TB and their communities, and removing stigma; and
- enabling and promoting the research and development of new diagnostics, drugs and vaccines, as well as programme-based operational research.
To ensure that TB is placed high on health agendas, and to strengthen political and financial commitments to improving its control, the WHO Regional Office for Europe, in collaboration with partners, is organizing the WHO European Ministerial Forum All against Tuberculosis in Berlin, Germany on 22 October 2007, hosted by the Government of Germany. The Forum will seek to:
- to strengthen political commitment to implementing the WHO Stop TB strategy throughout the region and include high-quality TB control in the strengthening of health systems;
- to strengthen commitment from all Member States to ensuring full and appropriate financing of TB control, in line with World Health Assembly resolution WHA 58.14 on sustainable financing for TB prevention and control;
- to adopt a European regional declaration on TB; and
- to endorse the Stop TB Partnership for Europe.
The future of TB control and elimination depends on the successes of health care systems and the consolidated efforts of national and international partners and communities.
